Arolwg ICM – sut fyddech chi wedi ateb?

Yn gynharach yr wythnos hon, fe wnaethom gyhoeddi canlyniadau arolwg barn a gynhaliwyd ar ein rhan gan ICM.  Datgelodd y canlyniadau gefnogaeth glir i bwerau trethu a benthyca i Gymru, er bod gan bobl yng Nghymru rai pryderon hefyd.

Gofynnodd ICM gwestiynau amrywiol a oedd yn berthnasol i Ran I o’n gwaith i sampl gynrychioliadol o 2,000 o bobl yng Nghymru.   Yr arolwg hwn yw’r un mwyaf cynhwysfawr hyd yn hyn ynghylch sut y caiff Cymru ei hariannu.

Felly beth wnaeth y canlyniadau eu datgelu i ni? 

  • Mae hyd at ddau o bob tri o bobl yn credu y dylai Llywodraeth Cymru allu amrywio trethi mawr yn y DU, gyda’r mwyafrif helaeth o blaid datganoli treth incwm.
  • Roedd mwyafrif clir o blaid trethi ‘anogaeth’ i newid ymddygiad, tebyg i’r ardoll ar fagiau siopa. 
  • Roedd yn amlwg bod pobl eisiau i ni ymgynghori â nhw ynghylch datganoli trethi drwy refferendwm.
  • Roedd mwyafrif helaeth o blaid benthyca ar gyfer prosiectau cyfalaf.
  • Roedd agweddau tuag at ddatganoli trethi yn dibynnu ar beth oedd y bobl yn credu fyddai’r manteision materol iddynt hwy ac i fusnesau.
  • Roedd y mwyafrif o bobl yn credu y byddai Llywodraeth Cymru’n fwy atebol, y byddai economi Cymru’n gadarnach ac y byddai gwasanaethau cyhoeddus yn gwella, petai Bae Caerdydd yn gyfrifol am drethi a gwario.
  • Roedd rhywfaint o bryder y gallai gwahaniaethau mewn lefelau trethi a gwario rhwng Cymru a Lloegr arwain at densiynau.
  • Roedd mwy o bobl yn credu y byddai’r trethi’n uwch petai pwerau treth yn cael eu datganoli.

Pe byddech chi wedi bod yn un o’r 2,000 o bobl a gafodd eu cyfweld, beth fyddech chi wedi ei ddweud…

Dyma fydd y drafodaeth olaf cyn i ni gwblhau Rhan I o’n gwaith, felly manteisiwch ar y cyfle hwn i gymryd rhan.

    We should have control over our own income taxes ,to hopefully control our own personal and business future or at the very least have some control of it .What about setting up a national financial institution to borrow money to ourown public sectors and encourage indiginous businesses, to encourage our young people to set up their own business here instead of leaving , and an older incoming generation coming in and stretching our health service to the limit.We should also take this oppertunity to tax our natural resources, why are we giving this away?There are so many things we can do on our own and still be part of the uk system,lets be confident lets have a can do attitude.

    I support the comments above. It is highly important that we have control over the Welsh economy. In addition, it would help to establish a `Bank of Wales`. We need to encourage new businesses as well as having control over taxes in Wales. At present the Assembly has less tax and financial control than county councils.

    Gareth Williams comment about a “national financial institution” and David Wyn Griffiths a “Bank Of Wales” are very interesting points. I might enlarge on that and add that a Public Bank would fulfil those aims.

    A Public Bank is one that would be wholly owned by the WG for and on the behalf of the Welsh nation whose remit would be to serve the financial needs of business, public and government. This bank would be rather like a mutual building society in that all profits would be returned to the nation in the form of lower cost loans and higher interest payments to savers. Anyone familiar with the work of Ellen Brown, author of “The Web Of Debt” will know of her support of this concept.

    To my way of thinking, the debate over whether we should have tax and/or borrowing powers is akin to getting on the wrong bus and then arguing over who has the window seat – you are still going to the wrong destination.

    The debate should start with the ability or even desire of Westminster to free itself from the tentacles of The City of London and the dysfunctional monetary system that so engorges it.

    This debate should also continue at a much more fundamental level – the very creation, issue and control of currency – the DNA of money itself if you like.
